Not the roof directly, but properties on the Levels often deal with damp from more than one direction. If we survey a roof and think what you are seeing inside is coming from somewhere other than the roof, we will say so rather than sell you a roof you do not need.

Can you re-cover a flat roof without stripping it first?

Sometimes, if the existing deck and covering are sound. Often it is a false economy, because it hides problems and adds weight. We will tell you at the survey which of the two your roof is.
